Costco management has advised that the price difference is correct, and that the problem with the sign is that there is no line for the warranty that comes with the tire at Costco but costs extra at Discount Tire. The Costco sign is supposed to be replaced. I went to another Costco location and, sure enough, it has a line for the warranty. So it looks like Costco is playing it straight here, and their only offense was having posted a sign with incomplete information.
